...plus or minus 10% of the quantity you ordered.  This is necessary to conserve vital materials and avoid inordinate waste.  What does this mean for you?  Basically, if you place an order for 10,000 forms, per the "overs/unders standard", you are subject to either receiving as few as 9,000 forms, or as many as 11,000.  You will only be charged for the forms you receive, at the 10,000 form price.  You can specify "no overs/no unders" when you order, but there is typically a small fee associated with such a request.
